Whistler's past is not fully disclosed in the film, however it is known that he is in his early 40s, a long-time resident of the San Francisco Bay Area, and has been in trouble with the feds before due to a history of large-scale hacking of phone companies, 62 counts to be precise. He has now been working with Martin Bishop's team for several years as their resident phone 'phreak', i.e. person who fiddles with, manipulates, and cracks telecommunications systems. Bishop's team is regularly hired by banks and businesses to identify weaknesses in their security systems and they do this by attempting break ins after which they analyze the successes and failures of the security system in question. Bishop primarily utilizes Whistler's skills to intercept calls and alarms from their targets thus creating a set window of time in which the bank or business is disconnected from its security systems and is therefore vulnerable to break ins, allowing Bishop and the others to complete their mission. However it is also implied that Whistler is often utilized as part of Bishop's cover during a job, acting as escort, friend, or family member to create a distraction.
  
Personality: Whistler is mischievous and curious by nature, as is evidenced both by his love of fiddling with, dismantling, and modifying any and all electronic devices that emit sound or signal as well as his eagerness to utilize such toys to play pranks on others. We see this when Whistler attempts to trick Bishop into saying dirty jokes through the use of an earpiece relaying messages back to their van as well as the way he excitedly jokes "does anybody want to black out New England?" when he and the rest of the team figure that the codebreaker now in their possession can access the national power grid. However, despite his impish jokes and his off-handed declaration that he's "only in it for the money", Whistler is demonstrably laid-back and loyal in nature, clearly attached to his team members to such an extent that he trusts them implicitly and is willing to put their needs before his own, a difficult thing for a man who has been blind his whole life and on the wrong side of the law for most of it. We see this trust when Crease and Mother are apprehended by Cosmo's guards, leaving Whistler with sole charge of their van. Here Whistler must not only trust Bishop, speaking to him from a distance through a walkie talkie, on how to drive the van despite his blindness but also trust his directions as to  where to guide the vehicle. This is an extreme moment of vulnerability for Whistler, one that could end with him seriously hurt or dead and yet he goes through with it with little resistance, placing his faith in Bishop and prioritizing the needs of his friends above his own safety.This more big-hearted and giving aspect of Whistler is also emphasized by the fact that, when Agent Abbott is forced to give the team whatever they want and asks each member what they choose as their individual rewards, Whistler very simply asks for "peace on earth and good will towards men" and while the others respond laughter, and Agent Abbott responds in disbelief, Whistler repeats himself, reiterating that this is his genuine request of the United States government. When Agent Abbott responds "I'll see what I can do," Whistler politely answers with "Thank you very much." 

In terms of coping with his blindness, Whistler generally does not appear or act hindered by his disability. For the most part he has a very carefully developed method of getting himself oriented and moving within the environments he finds himself in, however we do see hints of frustration and annoyance when Mother teases him for being blind. When Whistler points out that Janek's black box is on his desk, Mother responds with "Whistler, I hate to tell you this, but you're blind" to which Whistler visibly looks annoyed and he very bluntly tells them to try listening instead of seeing.  

It is therefore important to note that Whistler is amazingly intuitive and resourceful. Having never had the sense of sight, Whistler has found a multitude of ways to piece together a picture of the world around him through sound, scent, and touch and at several points throughout the film this connection with his other senses allows Whistler to be several steps ahead of the others in piecing together the puzzle. Without a dependence on sight, Whistler is able to piece together based on an audible description of Dr. Janek's office that the answering machine is out of place and must therefore be the codebreaker they are looking for disguised as an answering machine. He is also the one who is able to retrace the route Bishop's kidnappers took when they took him to Cosmo based on the sounds that would have been associated with the various bridges and freeways of the bay area, for example the lack of a tunnel rules out the Bay Bridge while the lack of a fog horn disqualifies the Golden Gate meanwhile the spacing of the seams in the concrete relative to the speed of the car helps the team to determine whether the kidnappers took the San Mateo or the Dumbarton bridge.  
  
Inventory: Whistler has a headset and walkie-talkie on his person as well as a small handheld radio in his pocket. In addition to these, Whistler has a compact tool-kit complete with miniature screwdrivers, wrenches, and scissors.
 
Abilities: Whistler has no supernatural abilities nor has he ever been trained in any form of combat or had any experience with firearms. He is highly skilled with the use of electronic devices as well as building, modifying, and dismantling them. Additionally, Whistler has a heightened sense of hearing and touch coupled with a remarkable ability to analyze said sound and touch in order to create a sense of space and trajectory for himself. He is a skilled hacker, fluent in morse code, and extremely familiar with the comprehension and manipulation of radio frequencies.   

Flaws: Whistler has a long standing criminal record and it is implied that, while Carl hacked his school to save his grades and Bishop hacked the government to try and funnel funds away from corrupt politicians towards charitable organizations, Whistler began 'phreaking' as an exercise of curiosity. Because he could. And evidence suggests that curiosity and thrill is still much of Whistler's motivation for hacking, though the money doesn't hurt. Therefore it can be understood that, while Whistler is loyal and protective of his friends, and while his request of Abbott is 'Peace and good will toward men', he does not view those things as antithetical to his pursuit of yanking around phone companies and antagonizing federal agencies for the fun of it. Whistler's loyalties are selective at best and his sense of 'fun' comes with a bit of a price tag in terms of racking up potential jail sentences. .

"Bish?"

The first thing that strikes Whistler is the quiet and the stillness. The low guttering reverberation of the van's engine is no longer threatening to shake his frontal lobe free of his skull and instead his hands, only moments before gripping at the van's broad steering wheel for dear life, now flex purposeless against what feels like...dirt? Why dirt? Or better yet how dirt? Had he simply been thrown from the driver's seat then surely he would now feel the cold slap of the van's floor against his knuckles along with the familiar bubbling of the sheet metal. If somehow the impact into the building had been strong enough to throw him clear of the vehicle he would certainly feel the rough scratching of the concrete parking lot. And either way he'd still hear the engine whirring

And he'd still be able to hear Bishop

"Bish?" He tries again, a bit more insistent now as it is starting to dawn upon him that he has absolutely no reference point from which he can now orient himself. He palms at the ground with more urgency, but finds only more dirt no matter which direction he tries. And still there is no answer. The walkie talkie doesn't even crackle. It makes no recognition of its partner being anywhere nearby. 

"Bish," Whistler's voice drops to a low, frightened whisper. "Bish I...I don't know where I am."

Once again there is no answer. No answer except a faint ringing, like his own voice being bounced about him several paces away. An echo? An echo. That is something he can work with. What sort of places have echoes? Warehouses, bunkers- now what kinds of places have echoes and dirt? Well, the first thing that comes to mind would be a cave. Pushing himself up off the ground, Whistler now walks with slow, cautious steps, hands held out before him with palm flat and fingers spread out in a fan. They seek out walls, or rocks, anything that could confirm or disprove the assumption that this place could somehow, some way, be a cave. 

What he was not expecting to find is what definitely feels like a park bench. The grain of wood, the gap between the slats. Why on earth does this cave have a bench?

"Well what are you doing here?" His mouth half-quirks at the bizarreness of it and he gives an awkward, nervous pat to the top board of the bench's back. "And what am I doing here?."
